Should you start with Baidu SEO or Baidu Ads?
Start with what you can legally and practically open, then match it to your goal.
The short answer
Start with the route you can actually open. Baidu Ads needs a verified account, and most recent guides point foreign companies to a Chinese entity or an authorized agent. SEO needs no ad account, but Baidu gives no timeline. Both need a Chinese page. If you qualify, use ads to test demand, and build SEO either way.
- StatCounter put Baidu at 49.00% of search in China in October 2026, and Bing at 21.69%.
- China's Internet Advertising Measures, in force since May 1, 2023, require paid search placements to be marked as ads.
- A 2016 Chinese rule requires search engines to verify the qualifications of paid search clients.
- Guides from 2026 quote opening deposits from CNY 3,000 to CNY 6,000, and none is a Baidu price list.
- Baidu's February 2021 Q&A gives no fixed indexing timeline, saying only that indexing takes a certain cycle.
Most English guides to Baidu Ads come from firms that sell them. They explain how to set up a campaign, and few weigh ads against SEO in more than a sentence.
For a foreign company, the question before either is whether you can open an account. This guide is part of our Baidu SEO series. One caveat: we work on organic search, so weigh our view the way you’d weigh theirs.
Should you start with Baidu SEO or Baidu Ads?
Start with the route you can open. If you can get a compliant account, ads can test demand sooner. If you can’t, start with SEO. Your situation decides more than the channel does.
| Your situation | Start with | Why |
|---|---|---|
| Mainland entity, ICP filing, Chinese pages ready | A small ads test, with SEO alongside | You can test real queries while your pages build up |
| No entity, an authorized agent accepts your case in writing | Chinese pages first, then a small ads test | The agent’s terms and the page rules decide what’s possible |
| No entity, no agent willing to take you on | SEO | A page can appear in organic results with no ad account |
| Regulated sector without the Chinese permit | A local adviser, before either channel | Guides list permits for education, food, medical and finance ads 211, and an adviser can say what your site may publish |
| Dated event, such as a launch or a trade fair | Ads, if you qualify | Baidu gives SEO no timeline 12 |
| Long sales cycle, buyers researching a topic | SEO | Your pages stay in place when spending stops |
This table is our judgment, not a Baidu rule. No source we read measures one order against the other for foreign companies.
Verdict
Prepare one good Chinese page before you choose. Both channels need it. Then let account access, not preference, settle what comes first.
How do Baidu SEO and Baidu Ads compare?
Ads buy a labeled place now, and SEO builds a place you don’t pay for per click. The largest difference for a foreign company is access.
SEO
- No account required
- No cost per click
- No timeframe published by Baidu
Ads
- Verified account
- Prepaid deposit
- Pay per click
- Mandatory 广告 label
| Baidu SEO | Baidu Ads | |
|---|---|---|
| Needs an account | No. Baidu’s 2023 notice separates platform tools from organic discovery and ranking 14 | Yes, reviewed before ads run 8 |
| Paid per click | No | Yes 2 |
| Timing | No timeline from Baidu 12 | Depends on review and your documents 2 |
| Guarantee | Submission doesn’t guarantee indexing 13 | Ads run while the account is compliant and funded 28 |
| Label | None | Must be marked 广告 (“advertisement”) 10 |
| When you stop | Pages remain, with no guarantee of position | Paid placements end |
| Reach | Baidu, and your pages can be crawled by other engines | Baidu and its partner sites 3 |
Reach is easy to overlook. StatCounter’s October 2026 data put Baidu at 49.00% and Bing at 21.69%, and those shares move from month to month.1 A Baidu ad doesn’t put you on Bing or the other search engines.
SEO has a real weakness too. Ryte’s 2022 study found Baidu’s own products in the top 3 in all 5 sectors it tested.17
That can crowd organic results, so check your own key searches before you assume SEO can win them.
AI answers add another unknown. Baidu announced an AI traffic report in September 2026, saying it was rolling out in phases and its data service wasn’t live yet.21
We found no published measurement of what Baidu’s AI answers do to ad or organic clicks.
Can a foreign company open a Baidu Ads account?
Sometimes, but there’s no public rule you can rely on. We found no Baidu document on foreign advertisers, and guides disagree. Most recent ones point to a Chinese entity or an authorized agent, though not all.
Here’s what Baidu’s own policy pages say, based on excerpts in search results. Direct reading redirected us to an error page.
- Scope: The current policy covers commercial promotion in mainland China. Baidu says policies for other regions will follow.7
- Identity check: Baidu sends a small random payment to a corporate bank account, and the client confirms the amount.823
- Account details: Baidu asks for a site name, company name, URL, phone number and address.8
- Site: It must show the company name, a description and contact details, and the name must match the account.8
- Penalties: Serious violations can stop all accounts and permanently bar the same credentials.8
For clients with no corporate account, the excerpts mention other checks, such as public records, a third-party visit or ICP data.23 They don’t say whether any of these applies to a foreign company, so ask an agent or Baidu directly.
Chinese law adds a duty. Under a 2016 rule, search engines must verify the qualifications of paid search clients.9
Since 2023, ad publishers must also check supporting documents and record who the advertiser is.10
Vendors describe the routes differently:
| Source | What it says |
|---|---|
| AppInChina, July 2026 | Direct opening needs a mainland license, otherwise use an authorized agent 2 |
| Marketing to China, September 2026 | No direct account for foreign entities; an agency opens it under its own credentials 34 |
| Sampi, July 2026 | Registered foreign companies can advertise, with a registration certificate at minimum and often more 20 |
| Chinafy, November 2024 | A Chinese or overseas business license, plus verification 18 |
| The Egg, July 2019 | An international account with an overseas license, translated documents and proof of domain and bank 6 |
Confirm your case with Baidu or an authorized reseller, and take the structure to a local adviser.
Our guide to working without a Chinese company covers the wider picture.
Does a Baidu Ads landing page need an ICP?
Public sources don’t settle it, and the guides contradict each other. An ICP is required for mainland hosting.2 Whether Baidu demands one for an ad is a separate question.
| Source | Position on ICP or hosting for ads |
|---|---|
| AppInChina, July 2026 | Lists mainland hosting as a requirement, calls overseas hosting non-compliant in one section, and possible but weaker in another 2 |
| Marketing to China, international guide | Lists a China-hosted page, with an ICP “required for .cn domains” 3 |
| Marketing to China, SEM guide | “An ICP license is not mandatory”, but recommended for speed 4 |
| Charlesworth, January 2025 | You may need neither with an international account, yet its account steps list ICP certification 5 |
| The Egg, July 2019 | ICP required for domestic accounts, not for international ones 6 |
| Chinafy, November 2024 | Some advertisers may need one 18 |
Three of these companies pull in two directions on their own pages. Treat any claim that sounds settled as one to verify, and take your case to a local adviser.
The practical risk is the same on any route: a slow page wastes paid clicks. Marketing to China says slow international hosting can lead to rejection or a low quality score.3
If you decide to stay without an ICP, our guide to ranking on Baidu without an ICP covers the organic side.

What does a first Baidu Ads test cost?
Published guides quote an opening deposit of CNY 3,000 to 6,000, plus clicks that vary widely by sector. Every figure here comes from a vendor or an agency, not from Baidu.
| Source | Opening amount | Notes |
|---|---|---|
| AppInChina, July 2026 | CNY 5,000 direct 2 | Needs a mainland license |
| AppInChina, July 2026 | CNY 6,000 via partner 2 | Includes a CNY 1,000 agency fee |
| Marketing to China, September 2026 | RMB 6,000 3 | Prepaid, runs until used |
| Sohu author, July 2026 | From RMB 6,000 direct, RMB 3,000 to 5,000 via agents for most ordinary sectors 11 | Higher for high-risk sectors |
Clicks are harder to pin down. You bid a maximum per click by keyword and usually pay less, says AppInChina.2 Marketing to China gives RMB 5 to 40 per click in competitive sectors.3
It also gives RMB 20 to 60 for B2B technology and industrial, from unnamed 2025 benchmarks.4
AppInChina gives no click prices. Its daily minimum appears as both CNY 50 and CNY 100 in the same article.2
Agencies suggest more for a serious start. Marketing to China says most international brands begin at RMB 20,000 to 50,000 per month.3 Treat that as a seller’s range, not a benchmark.
The same deposit can be a useful test or a very thin one, and sellers disagree on what to do with it:
- Sampi says ads are often more cost-effective than SEO in highly competitive areas.19
- Marketing to China tells budgets under RMB 5,000 a month to build organic visibility first.4
- Chinafy says combining both can work best, without data.18
What should you do before either one?
Do the shared work first, because neither channel works without it. These steps come before any bid or any submission.
- Check access. Make sure your page loads from China, using our guide to testing your site in China.
- Build one Chinese page. Match one service to one need, with your company name and contact details visible.
- Add a contact route. Give Chinese visitors a way to reach you that works there, and someone who can answer.
- Set up measurement. Decide how you’ll count enquiries before any traffic arrives.
- Clean your claims. Chinese advertising rules restrict absolute terms such as “the best.”22 Our guide to banned advertising words has the detail.
- Then choose. Use the table above. For SEO, follow how to rank on Baidu and read how long Baidu takes.
Ads can also feed your SEO research, as the FAQ below explains. Our keyword research guide covers routes without an Ads account.
What should you ask a Baidu agent before paying?
Ask who owns what, and get the answers in writing. Check the agent first: a Sohu guide and AppInChina both point to an official Baidu provider lookup.112
- Are you listed in Baidu’s official provider lookup?
- Whose legal entity holds the account, and whose name appears on the ads?
- Does my landing page need an ICP, and can you show me Baidu’s requirement?
- Which documents will you submit in my name?
- How much of my deposit is spendable, and what are your fees?
- Can I see the account data, and who keeps it if we stop?
- What happens to unused funds?
- Who writes and checks the Chinese ad copy?
AppInChina lists “less direct control” as the partner route’s drawback and doesn’t say who legally owns an agent-run account.2 That’s why the second question matters.
Be wary of any offer built on borrowed documents, without an authorized agent behind it. Baidu’s penalties can reach all accounts tied to the same credentials.8
If you want every paid channel compared, see how to advertise in China.
The bottom line
Don’t start by choosing a channel. Start by finding out whether you can hold a Baidu Ads account legitimately, and build a Chinese page either way.
If you can, a small ad test answers a demand question sooner. If you can’t, SEO is your route. It needs no ad account, though Baidu promises no timing.
How Index in China can help
We work on organic visibility: a Chinese version of your site, reviewed by a person, and its submission to Chinese search engines. We don’t promise rankings or traffic.
Book a 30-minute callCommon questions
Do Baidu Ads improve organic rankings?
We found no Baidu text saying they do, and Chinese rules require paid and natural results to be kept clearly apart.910 Marketing to China claims the reverse link, that a strong organic presence lowers your cost per click, but it gives no data.3 Budget for each channel on its own merits.
Can I run Baidu Ads in English?
Plan on Simplified Chinese. Marketing to China says Baidu rejects ad copy in English or Traditional Chinese, and BusinessABC says an English site won't work and the account runs in Mandarin.415 We couldn't confirm this in a Baidu document. Either way, a buyer searching in Chinese needs a Chinese ad and a Chinese page to act on.
Can I pay for Baidu Ads with a foreign credit card?
Don't count on it. AppInChina describes prepayment by corporate bank transfer and says personal cards aren't accepted, and BusinessABC says a foreign credit card won't cut it.215 If you use an agent, the payment route depends on the agent's contract, so ask for it in writing before you commit.
How quickly can Baidu Ads go live?
It depends on your paperwork. AppInChina quotes a review of 1 to 3 business days in one section and 1 to 5 in another, on a route that needs a mainland license.2 BusinessABC says account review, page hosting and creative approval together can take a couple of weeks.15 Neither is a Baidu commitment, and neither describes an agent-run foreign account.
Can a Baidu Ads account help with keyword research?
Probably, if you can get one. Baidu's Keyword Planner is described as tied to a Baidu Ads account, based on a 2015 China Briefing article.16 We haven't confirmed the access rules for foreign companies, so ask an agent what you would see. Our keyword research guide covers the other options.
